As a Home and Community Based Services (HCBS) provider, FREE is dedicated to providing person-centered services to assist youth & families as they work towards their goals and enhance success at home, in school, and in other environments. The program is designed to empower youths between the ages of 5 and 21 who are experiencing serious emotional challenges, as well as those with developmental disabilities (if they are in foster care) and medical fragility. It is a New York State Department of Health certified initiative that offers assistance and resources to families to prevent the need for their child to be placed outside of the home. Participation in the program is voluntary, and families are not required to pay any fees. Program staff are flexible and will meet with families and youths in their preferred locations, including their home.
