What does Human Services Management Solutions offer?
Family Residences and Essential Enterprises, Inc. (FREE) provides a broad array of residential, vocational and day services to individuals with disabilities in 125 different sites, employing over 1700 employees. Managing such a large system has required FREE to develop effective management systems. The Commission on Accreditation of Rehabilitation Facilities (CARF) has recognized FREE by granting it full accreditation for its community, employment, day and respite services.

Over the years, a number of not-for-profit agencies have utilized FREE’s consultants to review programs, establish management systems in quality improvement, conduct strategic planning and improve other areas. Human Services Management Solutions (HSMS) was created to organize and present FREE’s experience and expertise more broadly.

With tight budgets, how can we afford consultants?
Decreased government funding and a more difficult fundraising environment have made every agency count its pennies. But government requirement for compliance and accountability have not been reduced. In many cases, they have increased. Many organizations have found that it is less expensive to contract for services outside of employee salaries and benefits especially for time-limited tasks, such as developing new policies or reviewing programs. HSMS provides confidential, objective assistance by one of our experienced and trained team members.

Recent Consulting Projects

A Suffolk-based not-for-profit sought assistance in team-building among program and administrative managers who were in conflict with each other.

One of our consultants assisted a bi-county agency respond to a State RFP for a new program, making improvements to the program design as well as to the budget.

When a Nassau agency received a severe program audit, an HSMS consultant helped draft a response and implement a plan of corrections.

To prevent large take-backs from Medicaid audits, FREE has designed an internal audit system as part of its Corporate Compliance Plan and can help other agencies replicate the process.

HSMS developed a corporate compliance plan for a mental health agency and trained staff and Board members on the new responsibilities required by NY State of all agencies that bill Medicaid.

FREE’s quality improvement staff assisted a smaller agency design a QI procedure and forms that fit its needs and resources. The consultant then worked with the staff team to implement the procedure.
